軍人年改案上周付委，立法院今（25）日召開「陸海空軍軍官士官服役條文修正草案」公聽會，反軍人年改團體「八百壯士」成員受邀與會發表意見。網路流傳「八百壯士決戰圍城計畫表」，對此，陸軍官校專科七期代表，兼八百壯士執行長羅睿達否認，表示這是響應抗議的退伍軍人團體前來陳抗，團體數目高達 127 個。

行政院日前拍板通過「陸海空軍軍官士官服役條例」修正草案，軍人年改樓地板 3 萬 8990 元，服役滿 20 年起支俸率 55%、年增率 2%，預計 7 月 1 日與公教同步實施，立法院上周已一讀付委，今日先舉行公聽會，明日將開始審查程序。

公聽會由藍綠營推薦學者、專家和團體代表，綠營推薦八百壯士以及其他專家，藍營則全數推薦八百壯士代表，包括黃冬輝、謝健虎、盛澤仁、王忠義、賀新民。

羅睿達指出，八百壯士一貫主張在守法與維護安全原則內表達訴求，並希望政府能正視、傾聽退伍軍人的憤怒情緒和意見。

據外傳的「八百壯士決戰圍城計畫表」，此次抗議自上午 8 點在立法院群賢樓外集結，預計達 500 人以上。同時號召萬人兵分 8 路，以分散警力，活動不排除持續至晚間，屆時若有機會將佔領立法院，除了引起國人注意外，更想癱瘓周五立法院院會阻撓進行。
